SUMMARY

For Units 9 & 10, Horizon, we were appointed to manage the project from inception through to completion, including preparation and submission of the Jersey Building Bye-Laws application and undertaking the Health and Safety Project Coordinator (HSPC).

The works involved the fit-out and alteration of the existing shell units, requiring close coordination to ensure compliance with fire safety, means of escape, accessibility, ventilation and energy efficiency requirements under the Jersey Building Bye-Laws. Early engagement with Building Control ensured that technical queries were addressed promptly, reducing approval risk and programme delay.

The project was subject to a tight deadline driven by the client’s operational requirements. To secure best value, we undertook a competitive tender process, inviting four suitably qualified contractors to price the works. Returned tenders were analysed on both cost and quality criteria, including programme, methodology and compliance with the specification, this enabled us to recommend the most economically advantageous tender for appointment.

During the construction phase, we chaired regular progress meetings, monitored the programme against key milestones, reviewed contractor valuations and variations, and carried out routine site inspections to ensure quality control and statutory compliance. Particular attention was given to coordination of trades and sequencing to mitigate delay risks.
