The Current Situation

The Government of Jersey is looking to take the following actions:

Conduct a thorough review of the existing Energy Audit and Jersey Energy Performance Assessments (JEPA) process.

Maintain a subsidy of £250 for Home Energy Audits, ensuring accessibility for homeowners.

Introduce a commercial EPC subsidy, amounting to approximately £500, to help offset the cost of obtaining an EPC for commercial properties.

The policy's SMART objectives outline specific targets and timelines as follows:

Deliver 250 Home Energy Audits or domestic JEPA subsidies (£250 per subsidy) annually until EPCs become mandatory.

Develop a tailored commercial JEPA tool specifically designed for Jersey.

Provide comprehensive training for 50 accredited auditors by the end of 2023.

Implement an introductory subsidy program (approximately £500 per subsidy) for commercial JEPA's, benefiting 75 commercial buildings.

Conduct a thorough review of the current Jersey Energy Performance Certificate system to ensure its accuracy and make any necessary tool enhancements by the end of 2023.

Draft comprehensive Energy Performance Certificate legislation and present it to the States Assembly by the end of 2025.

Introduce legislation mandating a valid EPC at the point of rental or sale for both residential and commercial properties by the end of 2026.

Establish a legal requirement to meet the minimum EPC standard at the point of rental or sale by the year 2028.
